ບົດຄົ້ນຄວ້ານີ້ແມ່ນມີຈຸດປະສົງເພື່ອສຶກສາປັດໄຈທີ່ມີຜົນຕໍ່ຄວາມສາມາດດ້ານວິຊາການຂອງບຸກຄະລາກອນໃນມະຫາວິທະຍາໄລແຫ່ງຊາດ. ໂດຍນຳໃຊ້ຂໍ້ມູນປະຖົມພູມທີ່ໄດ້ຈາກການເກັບກຳຂໍ້ມູນດ້ວຍແບບສອບຖາມຈາກບຸກຄະລາກອນພາຍໃນ 3 ຄະນະວິຊາ, ເຊິ່ງໃນຕົວຈິງສາມາດເກັບກຳຈຳນວນທັງໝົດໄດ້ 134 ຄົນ. ເຊິ່ງໄດ້ນຳໃຊ້ແບບຈຳລອງໂທບິດ (Tobit) ໃນການຄາດປະມານຫາຄ່າທີ່ສະແດງຜົນກະທົບຂອງປັດໄຈທີ່ມີຜົນຕໍ່ຄວາມສາມາດດ້ານວິຊາການ. ຈາກຜົນການສຶກສາພົບວ່າປັດໄຈທີ່ມີຜົນຕໍ່ຄວາມສາມາດດ້ານວິຊາການໃນດ້ານບວກປະກອບມີ ດ້ານງົບປະມານ ແລະ ການສຶກສາຢູ່ຕ່າງປະເທດ. ນອກຈາກນີ້ແລ້ວ, ຜົນການສຶກສາຍັງພົບອີກວ່າ ບຸກຄະລາກອນທີ່ມີວຸດທິການສຶກສາລະດັບປະລິນຍາເອກຈະມີຄວາມສາມາດດ້ານວິຊາການໃນການຂຽນເຮັດບົດຄົ້ນຄວ້າເພີ່ມຂື້ນ 3 ບົດ ແລະ ການເຂົ້າຮ່ວມເຜີຍແຜ່ຜົນການຄົ້ນຄວ້າໃນກອງປະຊຸມວິຊາການເພີ່ມຂື້ນ 4 ຄັ້ງເມືອນທຽບກັບບຸກຄະລາກອນທີ່ມີວຸດທິການສຶກສາລະດັບປະລິນຍາໂທ ແລະ ລະດັບປະລິນຍາຕີ. ສະນັ້ນ, ເພື່ອເປັນການສົ່ງເສີມໃຫ້ບຸກຄະລາກອນໃນມະຫາວິທະຍາໄລແຫ່ງຊາດມີຄວາມອາດສາມາດດ້ານວິຊາການເພີ່ມຂື້ນ. ທາງມະຫາວິທະຍາໄລຄວນສົ່ງເສີມໃຫ້ບຸກຄະລາກອນໄດ້ເຂົ້າເຖິງງົບປະມານໃນດ້ານວິຊາການໃຫ້ຫຼາຍຂື້ນ, ສົ່ງເສີມໃຫ້ໄດ້ໄປສຶກສາຢູ່ທີ່ຕ່າງປະເທດໃຫ້ຫຼາຍຂື້ນ ແລະ ໃຫ້ມີວຸດທິການສຶກສາລະດັບປະລິນຍາເອກຫຼາຍຂື້ນ. ຄຽງຄູ່ກັນນັ້ນບຸກຄະລາກອນກໍ່ຕ້ອງມີຄວາມບຸກບືນສູ້ຊົນໃນການພັດທະນາຕົນເອງໄປພ້ອມ, ເພື່ອປະກອບສ່ວນຜົນງານດ້ານວິຊາການໃຫ້ຫຼາຍຂື້ນທັງທາງດ້ານຄຸນນະພາບ ແລະ ປະລິນມານໃຫ້ທຽບເທົ່າສາກົນ.
